The Harford County Sheriff's Office received Victor Martinez-Hernandez at Martin State Airport in Middle River Thursday afternoon.
The agency said he was apprehended and expelled from the country on three separate occasions last year, but due to Title 42 restrictions, and because he had no criminal record, they were forced to let him go.
