Let's not leap to conclusions. They're just enjoying the song while still enemies of Gru. Besides, the Despicable Me universe is about supervillains and the makers would never reform it's villains ever. Just Gru reformed is good enough to face against them. They only just intended to appear in the end and nothing else. I'm sure fans didn't expect to see the villains return in the fourth film nor hope that they would reform, just return to seek revenge and no more. The first option is not one of the things we hoped for the fourth. I hope you understand what I'm saying all the same despite disagreements.
