There is literally no reason that a game like this with online multiplayer can't have local multiplayer. It's straight up just not acceptable. Local requires far less time and effort to develop for a game than online, if you do one you gotta do both. It was an industry standard to have local multiplayer decades ago. This is not news, this is not negotiable...

The combat in particular reminds me of "TMNT: Battle Nexus (PS2)", which is my ALL TIME FAVORITE TMNT game, so this is looking promising from that perspective at least! :)
