    Obviously talks with Egypt are about the nearby border which is local to Rafah, so to prevent misunderstandings, commander types on both sides of the border NEED to discuss things prior to Israel getting close to that border. Nothing "Mysterious" about it. 1) If Enemies of Israel fire upon Israeli forces from the Egypt side of the border. 2) If Palestinian Refugees try to flee into Egypt from the Rafah region.

    In mid February we began to see reports of Egypt building an enclosed area with high walls alongside the border. It was suggested that its purpose was to house an influx of Palestinian refugees in the event of an assault on Rafah. Egyptian officials and security officials told WSJ that the enclosure could house over 100,000 people but also said that Egypt would try to limit numbers to 50-60,000 if large numbers tried to flee the strip. They added that Palestinians would be barred from leaving the area unless leaving for another country and that travel restrictions in Northern Sinai would be tightened. Israel's foreign minister Katz said they would deal with Rafah after speaking with Egypt about it and that they would find a place which would not harm the Egyptians, that they would co-ordinate everything and not harm their interests. Sabry, an expert on the Sinai peninsula said Egypt has reinforced the border fence making it unbreachable unless it is blown up or opened deliberately. There is also the question of how to control numbers entering in such a scenario, particularly given as there are over a million people sheltering in Rafah, what happens to the others? Additionally who pays for and co-ordinates any food and medicine into this enclosure?

    Key point that's missed here: Hamas smuggles in weapons through Rafah from Egypt. Taking Rafah is essential to prevent Gazan terror groups from rearming seriously.
