"Regina Phalange" is Phoebe's fake name. She uses it numerous times throughout the show. So when she needs to come up with a fake air-plane part, she calls it a "Phalange".

I wouldn't fly with a plane that doesn't have a left phalange either. After I saw this Friends episode I haven't flown with any planes, because now I always ask the flight attendants whether the plane has a left phalange or not and they always say "no". When are they finally going to make a plane that has a left phalange?
