    This is not a one-off cop attitude. Serve and protect is gone, now harass and give citations. These cops decide homeless isn't enough punishment, and punish him more.

    Well it certainly looks like the Federal government does not need to put our hard earned tax dollars into Texas for the border than does it. If it is not a "federal" problem and the state is responsible than they can use their own tax dollars.
