As someone who passed Spanish campaign I can give some advices: - Your basic type of ships is CL. Perfect is to pair 7" guns with torpedos on the Semi-Armored Cruiser hull. - Don't build more than 3 BBs and they mustn't be oversized. Small Battleship hull or anything around 15k tonnes is the best for the beginning. - Some of your CAs have to be armed with 10" or even 11" guns - they will be your cheap pocket battleships. 9" guns are too weak for that. - Treat BCs as an alternative BBs, not as a supplement to them. - Try to learn to fight having single BB or BC in your fleet group - Don't try to fight France at very beginning

I found that when you increase (lets say 100%) your "Transport Capacity", will increase your budget significantly.
