Sheriff Rafael Washington did not get away with anything, he or any other complaint that comes in will never be enforced because every elected official can appoint any person of their choosing to the ethics board. These individuals will never rule against a person who placed them on the ethics board, so that's how Rafael Washington skated by. My page paints an unrebutted view of how Sheriff Washington really is tho.
