Some park vehicle in gta sa had alarm too, for example vehicle on missionary hill san fierro.

Cops in GTA 5 don't normally follow, their vehicles were already sliding down the hill before your vehicle fell into the river. There's no way a real cop would stop the car at that point. Try it again and you'd see
