I think the reason why Tsai never visited these islands that are so far off from the main Island of Taiwan is because of her personal stance of an independent Taiwan, meaning that these islands so far away that are still claimed by ROC and PROC which implies the imperialist expansionist mentality of these 2 governments. As a native Taiwanese, Tsai shares no such ambitions so she didn’t want to make a point to travel there, whereas the KMT, a former mainland Chinese government, still harbor expansionist ambitions, thus still making the Taiping islands relevant to their territorial claim.
