Why do people have to actively sign up? Why can't they just get registered by default and then have to decide if they go?

well you already steal their cultural items and placed them behind glass, or are we just going to ignore how long you keep those items and actively told the governments rightful owners they wont be getting them back, at least here in America we got ride of slavery quite a few years before you did and never steal hundreds of cultural artifacts from people of "distinct cultures"
