Law is a tool to protect the rights and obligations of individuals. Undang Undang No.36 Tahun 2009 concerning Health is one of the fruit of thought, develops and adapts according to the needs and goals of living. The idea of using cannabis or ganja for humanitarian purposes up until now has not changed. Cannabis is one of plant that is stictly controled. Healthy living is one of basic human rights. Our Constitution also state health as the right to social security for human to develop and dignified human being.
