The whole point of "Kira" is to let the world know that there is somebody with god like powers serving out justice. It doesn't therefore make sense to kill so randomly that society won't notice that there is a pattern.

In the original material light only used heart attacks as a means to be noticed, he wanted crime rate to go down, figured he could kill all who opposed simply, and be an untouchable God. Once he knew L existed he didn't want to lose, it was his ego that made him think he was better and could allow himself to be noticed without any issues. All he had to do was get L's real name and he was done. But L could have also caught Light so much earlier if he just did things differently so it's all just a fault for the sake of good content.

I think this movie has my favorite Death Note kill. You can't use the Death Note to kill anyone who's name isn't written in it (as in, you can't write "Jay Jackson will kill four people then die"). Rather than do that though, Light killed both Naomi and his girlfriend to make it happen indirectly. That blatant loophole abuse is why I love Death Note. Sure, you could have gotten a marginally interesting story from the notebook alone, but the main appeal is exploring the ridiculous ways you can exploit it.
