Roads have layers of stuff underneath to not erode, and some need walls to hold the hill that the road is on or near. And those walls are not just a block of concrete and they have drilled holes with special equipment, then metal rods inserted and plugged with concrete. And some roads are on a bridge that turns to rust over time. And the road itself is made of resin not rock so it falls apart especially from freezing and heating. Unless you have completely concrete roads, but that requires even more money for the concrete, even more people and a different equipment. I have only mentioned a few things about roads but even if we consider only these and then multiply them by the ² of all the roads in your country we will probably reach millions of dollars. I have a solution though, if you don't want to pay road tax then don't drive duh. Tell everybody to go through the forests, ravines, swamps, mountains etc.

Fishing ritual is OP. I did the fish ritual and caught 40 octopus in a day and had enough money for the rest of the game

First thing I did was build grand shelters, once my followers had permanent homes, it unlocked so much time and resources for everything else
