Yeaaahhhh no, shiver’s clan probably just went into hiding too and then came out when the others did, there is nothing saying she wasn’t born in octoling society, and even if not that there is any number of other explanations. The lore is not being broken here, it might be something neat worth exploring how it happened more but its definitely not lore breaking

As far as I know there is no source on Octolings being mindcontrolled like Callie. It's a myth that came up because they wear similar goggles. Calamari Inkantation merely filled them with the desire to escape the rigid Octarian society. Also we know that the Inklings and Octarians had peaceful relations prior to the Great Turf War (S1 Scroll 16), so it's totally possible that their clans had contact before the Octarians were forced underground.

It's not officially stated that they are actually mind-controlled unlike the sanitized octolings who are like zombies. Marina was part of the Octarian army during the events of Splatoon 1, and inside the sunken scrolls, she's not wearing her goggles at all. When we go to Octo Expansion, we can see Marina wearing her goggles while petting Judd. There's also this little piece of artwork inside the credits Splatoon 1 where Agent 3 wears the goggles and an Octoling is asking for them to give it back. They aren't really mind-controlled, it's more like they're willing to take part in this war simply because of the Great Turf War that happened a hundred years ago. In the Japanese version of the game, Pearl thought Marina was an Inkling and she probably thought her hair was weird. Inklings thought Octolings to be extinct and they probably didn't even notice that they were even Octolings just from the mere fact that they were told be extinct in school. So Shiver was probably up on the surface living her life with Inklings thinking she has weird hair or something.

I've realised this before but, I believe it's because the splatlands were so far off from inkopolis that the great turf war was not affecting them and that it was more of an inkopolis exclusive event. In fact, The same flooding that lead to the great turf war it seems, actually has its own completely different stories and legends. While in inkopolis it became a fight for land, In the splatlands, It was the legend of the 3 lights that they hold to their culture. The scrolls don't mention anything about the great turf war events in the splatlands, But their own more united story. So I believe that the splatlands are actually a place where the inkling and octoling divide did not occur. And if the splatlands had part, Why would we have only heard of the place recently? Splatsville was too small and far away from greater inkopolis to actually partake in the great turf war at the time and had their own flood stopping event. That's how I believe shiver's family is a very integrated group in splatsville culture despite what happened in the great turf war.

this was discussed in an interview. the octolings of splatsville were actually undisturbed by the events of the great turf war (which is ironic and doesn't make sense considering splatsville and inkopolis's proximity, but nonetheless) and the interview stated that shiver's family has been watching over inkopolis splatfests for generations. i think a question of mine is did they get splatfests from the same place the inklings did? or did they have seperate splatfests? if so, where did they get them from? if they got them from the printer, did inkopolis and splatsville have the same splatfests? etc etc

they're different octolings! splatlands squids and octos have always been peaceful and no octolings of the splatlands were under the control of octavio!

I know I'm late, but here's how I interpreted Shiver's lore. As many of these comments have mentioned, it's not confirmed that Octolings are mind controlled, they might just be working for Octavio. So what if there were some Octolings that moved outside of Octavio's rule after the Great Turf War and started their won societies. One of these could have been Shiver's clan. I'm just throwing out random ideas though. These could be totally wrong.

I think it's a bit naive to think that every single octoling was being controlled by octavio. if shiver comes from her own clan, it may be something completely divorced from them

in the scrolls its said that ink/octolings evolved in the waters of alterna then left alterna. they then founded the splatlands then spreaded out across the (known) world. the great turf war took place near what is currently known as inkopolis so the octolings who are near inkopolis were the only ones we knew of until S3

Actually, it's confirmed that Octolings have been living in the splatlands for a long time. As far as it's known the great Turf War only affected areas around/in Inkopolis. Also all the members of Deep Cut's families have been watching over the Splatlands for GENERATIONS! As confirmed in an official interview. Basically, Splatland Octos been chilling for some time now.

I think I should specify by mind control I mean being influenced by the shades they use. Not full out controling.

bro, chill, Shiver didn't break any lore whatsoever It's very simple, it was never stated that DJ Octavio had control over ALL octolings, just the ones in inkopolis which would make sense as you realise that octolings only appeared after the events of splatoon 2, because Marina popped up after you beat the DJ first, then the rest appears after you free them from the underground. Also Shiver looks 100% different from all other octolings we've seen so far, so I can safely conclude there's no reason to panick

Octolings werent influenced by mind control. Since they respect Octavio even after the inkantation.

The devs already confirmed in an interview that this region of the splatoon world is distinct in history. It’s literally like a different country than inkopolis. It’s not breaking lore, it’s expanding. Not all ocotlings live under Octavio’s rule. The octolings around the splatlands did not lose any war. They are a different ethnic group of Octolings. Shiver however does break how inkling/splatlings hair works and it kinda bothers me lol

So them breaking the "all marine animals are dead" rule isn't shocking but this is?

I had a theory that shiver was a octo experiment in which they tried to make a solider like agent three but when the octos were liberated, a researcher mind wiped her and let the failed experiment loose.
