The State shouldn't even be able to place an initiative on the ballot, those are supposed to be brought by California's citizens. The government is supposed to legislate laws in the conventional manner in Sacto and not trying to cheese it using an initiative that can pass by a simple majority. The next time they try that some taxpayer group should sue them to keep them from ever doing it again.
