Because of the way automobile technicians are paid these days (flat rate) there have been cases where a part or parts were documented as being replaced, but never were. Some jobs take longer to do than what is "allocated" by the manufacturer, so the technician doesn't even make minimum wage when performing the service, so they don't actually put in the time to replace the part, but mark that they did. Not saying that's what happened here, but that's something that should be considered.

It sounds like the recall repair was not performed correctly, since they had to take it in twice. Also, was the ABS light on again?

The object that is refered to as a rim is in fact a wheel, the outer edge of the wheel is the rim.
