The newest path takes Debby straight through North Carolina as a tropical depression or tropical storm by Thursday night or Friday, according to the National Hurricane Center. The heaviest rain could fall in the Triangle and central N.C. counties late Wednesday night through Friday morning, with flooding, gusty winds, power outages and tornadoes all possible.
