Makarov and Menendez are two of my fav villains and the best cod villains ever. They both have their reasons of being nefariously malevolent. Vladimir was delusional and Raul was vindictive.

I'll never forget younger Menendez when he unpinned the grenade while in a chokehold, made Mason panic, only to swiftly turn around and try to stab him leading Mason to retreat and leap out the window. "YOU CRAZY SON OF A BITCH!" ROFL, Menendez was a true psychopath, bulldozing through soldiers with a machete to reach his sister as well.

Yeah some of the stuff Menendez does is just bullshit, like that dude took on hordes of men with nothing but a Spas-12 and a machete, he took a gunshot to the face at point blank, and he survived being at the center of a grenade explosion twice. Menendez is stupidly OP.
