Irish question,Is infurstructure a local state spending expense(like sending aid to africa and leaders get rich)or Federal spending expense where it's spent on the problem or someone goes to jail for misappropriation of funds, if not done?

Let's not talk about the failing infrastructure of the western world.... it's a shitty conversation when you realize how much tax money the government is not using paving roads.
