The art community for the game might take a couple of levels to be back to their good original art style or make better art for the new levels (for goblin town, the used monster city for reference)

Just because the level may be bad, it doesn't mean we can insult the new RS company that badly. Tbh, I think they did a quite decent job in designing Goblin Town because it's their first time designing a level.
