I think Eggman is smarter, he’s kinda portrayed in Frontiers as someone Tails looks up to intellectually.

Don't forget some of Eggman's badniks. They have such an advanced AI, they literally have SENTIENCE. And he uses them to make HUGE scale projects. The Death Egg. The Egg Fleet. The Faceship. These are just some of the stuff that Eggman has done. Sure, Tails could do the same, but he is only one person, while Eggman has an entire armada of badniks. Plus, Eggman probably has more fighting experience when it comes to mechs and such. If we fight Eggman, we never see him without some kind of flying machine or mech. Even if they are kind of underwhelming, just think. Even when Eggman first went to South Island, he was able to make an entire city, an army of Badniks to roam the many stages, AND be a constant challenge to Sonic. Eggman could probably make a giant mecha on the fly. But on Tails' side, at least he's on the correct moral side.

eggman has wisdom + experience at the very least. “because you just told me, fox boy!”

Eggman literally learned how to time travel but he always got inventions with exploitable weaknesses 😭

Lets not forget in Superstars, he quite literally created a device thats able to control the flow of time, which can do stuff like reverse time.

I always thought Tails was just as smart but had budget problems compared to eggman.

Tails has THE potential tho. Eggman is HAPPY that he is Sonic’s sidekick. Cuz’ he knows how much of a huge problem he can be for him.

Eggman is definitely smarter, but being that Tails is still just a kid, it'd truly be interesting to see the things he could do once he fully develops

Tails just needs more time to develop,but probably when he gets older he will become smart,not only that Eggman is just more developed than Tails.

I think Tails is smarter, but doesn't have the resources and experience as Robotnik. If Tails at a young age have a similar level of intelligence as Robotnik in his middle age( I.Q of 300). The I.Q 400 attack of Tails is a foreshadowing of his I.Q once he gets older.
