This seems like a conundrum the ANC did not foresee. Fikile Mbalula seems rather confused re the terms of the GNU written agreement. If white South Africans were not racist and were rather more progressive, this would have been a great initiative. Seeing the inequality gap in SA, I am constantly reminded by what the great prophet Muhammad said- "A man is not a believer who fills his stomach while his neighbour is hungry". We are far from fixing the issues we have in SA due to greed and racism.
