Cubbly is obtained from the Strange Bear Cub who is inside a cave behind a rock wall at Eon's Fringe in Thaldraszus. You can remove the wall with mining, (if you arent a miner bring a friend who is) or expedition explosives which you can get at Renown 20 with Dragonscale Expedition
