All of my electric motor driven wheels do the same thing. I've loosened the nuts a 1/4 turn per side a few times and it never changed, so I went back to the original tightness. There's no lubing or anything that will get rid of the magnetic resistance in the motor. After doing some research I was able to tell that all scooters operate with the same issue. It boils down to the motor's magnetic resistance as opposed to an eBike operates on a freewheel.

Mine does this too, did you try the white Silicon lube they advise.I sometimes use a little degreaser to clean then add some lubricant ( Yip right out the box🙄). Mine also drones when I just push the scooter pretty sure my bearings are not 100% my brakes sometimes rub & need aligned again. u can see the slight movement when watching it spin at the brake pads.

Its an electric motor you are trying to spin, not a bicycle wheel, resistance from the motor while not powered is normal behaviour, thats exactly how regenerative braking works, except amplified to some extent.
