In other words, Toji needs weapons or crazy luck to win. But to be fair I don't see why these guys would fight either way other than Toji stupidly going "wtf he's so much stronger than me I have GOT to kill this guy.", It's more likely Garou would ignore Toji or at best ask if Toji is a hero or not (either due to his physical build, occasional non-standard outfit or other reasons), then when Toji says "Nah. I'm not one for heroics." he just goes "Ok I have better things to do."
