Apparently you can erase save data from the DS main menu without having to even open the game. When you first turn on the DS, press L+Right D-Pad+Start all at the same time and then select the game from the main menu. Hope that works/is correct.

could try using rubbing alcohol on the cartridges connectors? worked for my scribblenauts (DS) cartridge like a champ

Certain models of the DSi have issues running TWI DS games like HGSS and BW. Putting the game in an older DS or a 3DS system may fix this issue.

Open the case of the cartridge, verify that every pins aren’t loosed, that they are clean and if something needs to be replaced! Sometimes, mostly for Pokémon cartridge, it might just as well be a Fake Cartridge, they will sometimes not work!

There's always a chance of a fake cartridge, so if you want to be 100% confident, put your Soul Silver over direct light (like a flashlight) and look and see if it's see through from the opposing side to the flashlight pointing side. Authentic Heart Gold, Soul Silver, and all gen 5 Pokemon cartridges do it. Genuinely something I'll be doing next time I buy gen 5

I had the same issue with ORAS, the game simply wouldn't boot. I tried cleaning the cartridge but even doing a complete refill of the inner circuit didn't help. I solved the problem by modding my 3ds, if the icon shows up it means that probably the system can read the files (game, saves and boot file) but it cannot execute them due to some sort of corruption. If you copy the save files and paste it into a digital copy of the game that should do the trick (I used GM9), at least it worked for me!

It's likely that a one of the chips inside the cartridge has become loose and needs to be re-soldered. Unfortunately quite hard to do on these compared to the older GB and GBA cartridges

I bought a used copy of Soulsilver and it wouldn't turn on, I used a soldering iron and it turned on but now it won't access the save date. Although the game works.

You need clean the gold plated connectors. It happened to me with my HG save file. Just get a damp Q-Tip and clean it, should be perfect.
