Economic Affairs Secretary Ajay Seth says capex at 3.4% of GDP is the maximum government can afford given the fiscal consolidation roadmap. Tells Shereen Bhan that debt-to-gdp ratio is "elevated" at over 56% & the govt is hoping to bring it down to pre-pandemic levels but not in one go.
