This Bangkok street dessert is a Thai style snow cone or shaved ice cream.

These are very common in Bangkok as you can tell. You can get these in all sorts of flavors and they are very sweet, as you can tell from this one.

They layer the bottom of the cup with condensed milk, and again on the top. As well as some other sweets.

You can tell them not to make it that sweet, but that generally how they make it. So it's pretty much-eating sugar and ice lol.
