If USA wants india to break all relations with Russia then that is NOT going to happen. The India-Russia relationship is build on decades of trust and mutual respect. Asking a country to give up on it's stretegyic autonomy is the equivalent if asking a country to become you vassal state.

Similarly, some Indian believe that Indians taking high government jobs can strengthen bilateral relations with India. However, in reality, those of Indian descent often make decisions based on party policies and presidential orders(that may be strengthen or even deteriorate relations) rather than solely on ethnic considerations.
