I hate this excuse people give: "They have nowhere to go." Being bored doesn't make normal people angry to the point they start shooting each other. I'm not sorry to say, this violence will not stop until the black community takes responsibility for their kids. They need to be raised to problem solve and control their emotions, not instantly resort to violence... Problem is, we have kids raising kids.
