Taiwan/China conflict, how prepared are the cities in the direct area if the worse was to happen ?

Chinese cities are modern and designed to protect its citizens, God forbid if War breaks out.
In my last video I was queried about the possibility of underground malls being built as bomb shelters.
While it is possible some malls may have shelters in their underground car parks it is not why the are built and not their main purpose as we already have dedicated shelters through our cities ( mine anyway).
Now ask yourself this , considering China is always criticized for how it treats its citizens, does your country / city offer this form of protection , or will you be left to stranded / vulnerable while your politicians and their families take shelter usually for the mess they caused ?
Note : I am in Fuzhou opposite Taiwan so our infrastructure in regards to being suddenly attacked may be quite different to other parts of China.

    According to my country's building codes, after the residential area reaches a certain scale, corresponding underground civil air defense basements must be built. Generally built on the second or third floor underground, it is usually used as a garage and in wartime as an air defense basement. The fortification standard is designed according to nuclear level 5 and nuclear level 6.
