I think Fluorite MUST be part Sapphire because she constantly has her "front" hands clasped together, something of which we've seen both Sapphire and Padparadscha do a lot. Plus she got gloves.

I kinda think that it started with a normal same-type fusion, like Topaz. Those would be the two gems on the side of her chest. From there, they might have invited a close friend into the fusion, and it snowballed from there.
